This woman is an angel of death, a duplicate of Susan Triad, put there by Sutekh as part of his plan to spread his gift of death throughout the universe, as seen in Empire of Death. This audiobook was also read by Susan Triad actor, Susan Twist herself. Ruby would have recognised the woman from the aborted timeline as seen in 73 Yards.
