Valyestriandriluma (Valyes for short) was a Lord Cardinal of Gallifrey who was chosen by the High Council as acting Chancellor. He replaced Braxiatel, who had been appointed to the position only days earlier. (Insurgency)
Valyes attended the Time Lord Academy with the First Doctor. In year fifty, The Doctor fed a snapping wart fowl to his summer project. He held a grudge against The Doctor after that. (The Next Life)
As Chancellor, Valyes later ran the Academy. He soon revoked many of the privileges given off-worlders by his predecessor. He was deeply conservative and did not approve of Lady President Romana’s liberalisatedition of Gallifreyan society. Romana’s Academy experiment fell apart under his stewardship. During the Gallifreyan Civil War, Valyes sided with the Imperiatrix Pandora and Inquisitor Prime Darkel. He advised Pandora on tactics on how to proceed in the war. He worked out that Romana was visiting an old vidcast presenter Gerber to create propaganda and got Darkel to visit him. (Fractures) He stayed as close as possible to Pandora to help and advise her. (Warfare) Following Pandora’s defeat by Romana and Leela, he assumed the acting Presidency as the next highest ranking Time Lord. He explained his collaboration with Pandora as trying to bring her rule down from within her own circle. Valyes restored the High Council dismissed by Romana when she declared herself Imperiatrix and they called for a new Presidential election. As there was no Vice President, he made Lord Matthias his Lord Cardinal with special security responsibilities. He resigned as Acting Lord President due to the machinations of Darkel, whom he attempted to name as his successor. Romana disputed the legality of his actions as she was still technically President. Matthias also claimed that as acting Chancellor he was Valyes’ rightful successor. (Appropriation)
During the election, Valyes was the Lord High Returning officer – anotheroffice he had acquired over the years – but his moment of glory was cut short by the return of Braxiatel, who claimed the Presidency for himself and named Lord Cardinal Matthias as his successor. (Mindbomb) Valyes then served as Lord Chancellor to Lord President Matthias. He suggested chucking Pandora’s weapon’s arsenal at the Sontarans or The Daleks. (Panacea)
Valyes was present on Gallifrey when the Daleks invaded Gallifrey. In an attempt to defeat them, Narvin sent Valyes in disguise to Skaro to give the Fourth Doctor a mission to avert the creation of the Daleks. (Ascension) Valyes told the Fourth Doctor that the Time Lords had foreseen a time when the Daleks would dominate the universe. He offered The Doctor a mission in time to avert The Daleks’ creation, make them less aggressive or find some inherent weakness in their makeup. The Doctor agreed and asked for the coordinates of Skaro, The Dalek homeworld. Valyes told The Doctor he was already there. ALTERNATE TIMELINE
In an alternate timeline in which Rassilon failed to finish the Eye of Harmony before his death, Valyes was a low ranking member of the Chancellory Guard. (Forever) He later became an outcast, joining Leela and the freed slaves, who became known as Outsiders. (Emancipation)
PERSONALITY
Valyes was a member of the old guard on Gallifrey. He was very old fashioned and opposed to change. He proved easily manipulated by those more clever than he, especially Darkel. He was also extremely obsequious. Valyes seemed to be a born politician who would use the law to suit his own purpose.
