Sir Keith Spears (30 March 1971-22 October 2025) (The Witch of the Waterfall) was a British businessman who founded the Spearhead Infrastructure Group. As a result of several acquisitions, his enterprise eventually formed one of the UK’s largest privately-owned water networks.
EARLY LIFE
He studied economics at Oxford, where he met fellow undergraduate Theodore Campbell. Their friendship was believed to have grown from a shared interest in public policy and debate. However, while Ted gravitated towards politics and diplomacy, Keith was drawn to the mechanics of public-private enterprise, particularly in the utilities space. Keith and Ted remained in occasional contact for the rest of their lives, but while Ted went into politics, Keith joined a major infrastructure consultancy after his graduation in 1982, working on public sector reform projects across the UK and Europe. FOUNDING SPEARHEAD INFRASTRUCTURE GROUP
In the early 1990s, with the UK undergoing sweeping privatisation of its utilities, Keith founded the Spearhead Infrastructure Group. Backed by private equity and institutional investors, the firm began acquiring stakes in regional water companies. Over the next two decades, Keith consolidated ownership of several major water suppliers across England and Wales, eventually forming one of the UK’s largest privately-owned water networks.
By 2025, his acquisitions were – according to Kate Lethbridge-Stewart – pumping millions of litres of sewage into British waterways. (The Deep) He faced public criticism over rising customer bills and environmental accountability, but was credited with modernising ageing infrastructure. Despite his controversial business decisions, he had security level Grade 2, and held personal acquaintance with Prime Minister Harry Shaw. He made a £100,000 donation to Las Clemente Institute.
